Character Discussion Shanks is working with WG and the Navy

Everytime Shanks has clashed with big time Navy forces it's ended in warnings from Shanks and then compliance, even by the likes of the fleet admiral Sengoku; however when Shanks clashes with pirates his crew is extremely ruthless, on more than one occasion destroying their ships at sea dooming them to drown.

Tbf you could say that the Navy is lenient to Shanks as well. They had multiple undamaged top tiers in MF, if they really wanted to I think they could have taken him and his crew down while suffering heavy losses.

Sengoku even says "I'll take responsibility, because it's you, red-hair." which somewhat implies that his response would've been different if it wasn't Shanks.

This attitude makes sense because Shanks is:
1. A CD by blood, even if he did abandon his standing.
2. A powerful Yonko and a very important contributor to world balance

As for pirates, IIRC Shanks only gets ruthless around provocateurs like Kid, and even Barto was messing around in his territory, right?

Plus he's also got a bunch of weaker crewmates whom he has to protect, hence why he went all out against Kid instead of fucking around.

"Because it's you red haired" means Red Haired is a special.

He's a navy operative.

Shanks has been killing surrendering and fleeing pirates, while Kizuara was allowed to fire off atracks direct at Shanks and his daughter.

Issho, who probably was not briefed on who Shanks is (i.e. an operative) and doesn't like the WG and CDs was willing to fight Shanks even at expense of Kizaru, but was again still warned by Shanks, through a Haki display, that the fight would lead to too much destruction and too many civilian casualties.

Shanks is definitely WG.

Not really. First of all, what do you mean with "every time"? He interfered with the Marines once in Marineford and gave them a warning about continuing. And had he worked with the WG and Marines, it wouldn't make sense to stop them in the first place.

Just as he attacked a WG ship and stole the Nika fruit.

Against Kidd, the RHP gave him a warning in their first encounter, by blowing off Kidd's arm. When Kidd arrived in Elbaf, he also gave them a warning, telling them to drop the Poneglyph's and leave. But it's not like the RHP are pushovers who will tolerate disrespect.
