Xebec(Roger's rival) defeated an admiral 56years ago when Roger was 21, so most likely pre-prime.

And Roger was his rival, who himself was equal to Whitebeard, known as the strongest in world even while old and sick

Starting to look more and more like there will be a gap between PK lvl characters and regular top tiers

What makes you think that Xebec was from the same generation as Roger, Whitebeard and the others? From what we know, Xebec was the previous generation's "king", so it's quite possible that he's older. Maybe from Brook's generation (possibly he was the one who killed the Rumbar Pirates), he could be in his 90's if he was alive and would perfectly fit in all the events we know so far (he'd be in his early 50's during God Valley, which would probably be his prime and would justify Roger and Garp having to team up against him).

It would also make a good parallel with Roger: Roger had a son (Ace) in his 50's and Xebec also had BB late in his 50's.
