The two strongest subordinates of Rocks were WB and Shiki during God Valley confirmed in the Manga. We know the era post Rocks was decided after an intense power struggle between Roger, Whitebeard and Shiki. This canon reveal further supports the authenticity of that novel statement. @Sir Yasheen
