I’m sure if the admiral thought he was going to survive the fight he’d have hold back. However, I feel like the second the fight seemed like it was going to be a danger the admiral went all out. No way he’d let himself die without a true fight.

I don't believe he chose to die and this is still a great portrayal for Xebec. But since Xebec was still unknown at this point I wouldn't be surprised if the admiral took nasty injuries at first due to him holding back that handicapped him when things go more serious.
I remember back during Wano people were saying I was coping when I said Fujitora & Ryo were nerfed against the RA captains just for me to end up being vindicated when the flashback happened so I'm not going to suddenly believe the location was completely irrelevant.

The thing is that Xebec wouldn't have managed to kill an admiral if he wasn't a top tier to begin with, so it's an incredible feat nonetheless.
