See whether he is a pure swordsman or not is a different story altogether, it's definitely possible he's a DF user or both a sword user and a DF user like Fujitora, but to say he's anything but a swordsman based on what we know so far is reaching at it's highest degree. And it's blatantly dumb to say he comes across as more of a DF user than a swordsman.
It's not that he looks ugly. He just looks dumb and not threatening at all. Very disappointing design.
The design work for Teach because it was a novel idea to make a major character look dumb so that we get caught off guard when he do impressive feats. Also teach most of the time is considered an underdog so his design work.
On the other hand look at Shiki design. He's not attractive by any mean or even manly. But his design scream cunning and dangerous. Rocks looks like he should be an underling rather than the boss of the whole group
