IMO it's very likely that Scissors was weaker than his successors.
Think about it, even if the Navy is only the "face" of the WG, having one of their strongest fighters be killed on home turf is a huge embarrassment to them.
So it's not at all a stretch to suggest that the WG would massively raise Admiral power standards to avoid such incidents thus resulting in monsters like Sengoku and the C3 as well as the immediate hirings if Ryokugyu and Fujitora.
This could explain why strength is prioritized so much for Admirals even though they also do other work like leading troops, investigating CD murder attempts etc. and also why most VAs are so much weaker than the Admirals.

I am more interested in the assumption that Kaido can be harald's son.
We know Little Oars Jr was the last true ancient giant, but Oda then made Harald and Loki showing that their bloodline still exists between regular giants, and Kaido is roughly the age that Harald was sailing the world
The FB last chapter went from 63 to 56 years ago, which Harald was confirmed to be traveling to the Reverie that year (cause then it skips to 48 years ago when Rocks arrives). Considering he wasnt allowed to be with Ida, and he mourned Estrid's death 63 years ago, Kaido absolutely could have been his son born 59 years ago.
