Xebec was a criminal.

All I’m saying is that Xebec felt he wasn’t strong enough to take on Imu yet. Which is shown as Xebec left instead of fighting him and the fact that Xebec spent 16 more years strengthening himself.

He was alone there, Xebec (Not Prime) just had to solo Imu + All Gorosei + All Admirals

That's the reason he walked away, he just wanted to check out what his endgame goal is, his goal at the time was forming a powerful crew so he can 1v1 Imu.

2. Gave East Blue Luffy trouble, who beat Arlong, a former Sun Pirate who had served as one of Fisher Tiger's Top Officers. Only really lost due to Nami's interference.
3. Survived Mihawk slashes point black.
4. Was a large part in Luffy escaping Impel Down. Like, the "God Buggy" jokes with the Impel Down escapees are funny, but, really: if it wasn't for Buggy, they'd still be in Impel Down. Buggy legit saved them from Hell.
5. Survived attacks from every Admiral in Marineford.

Buggy is secretly strong as fuck, but his mentality has always held him back.

Buggy with Akainu's level of confidence/aura is actually a problem.

Back in the East Blue, Buggy fought Gaimon, who Luffy asked to join his crew, to a standstill.

I 1000% believe Gaimon is actually strong as fuck, and will bust out of that chest to bust up some ass soon.
