You could argue, Oda does it on purpose. He wants the ambiguity.
Because what Fuels Mihawk's Swordsmanship is a Mystery,
If Brannew said that, it implies He knows Mihawk's Secret, which doesn't make sense,
All They know is that what Mihawk can unleash with his Sword is Superior to what Shanks can,

Mihawk's First Words were literally about how a Sword by itself is "Nothing",
Your Swordsmanship is based on what you actually use to Fuel it,

We've seen Strength, Speed, CoA, CoC, Soul, Room, Gravity, Fire, Lightning, Underworld, Ice, Shockwaves, Poison, Rokushiki ... etc
Zoro literally grabbed a Pillar with his Sword & called it Three-Sword Style whatever,

So Mihawk's Swordsmanship = What "Fuels" his Sword? (Beside Strength, Speed, Haki ... etc)
No one knows so far, including us Readers, and same for Marines/WG,

For example, People don't know Haki, which means it's not mentioned in Newspaper, which means People don't know Shanks Power, however, They do know about DFs & read about their Users in Newspapers,

Even someone like Wano Luffy wasn't aware that you can coat CoC for example, so imagine knowing what is Mihawk's Power?
Probably no one does, except maybe one or two people, so from everyone's perspective, Mihawk is the guy who uses a Sword to better results, nothing more.
 
This is the semantics argument. But I'm looking at it from Oda's perspective and not semantics. Technically Mihawk should be stronger in overall combat, but this is not the way it has been presented by Oda imo.
Oda's perspective is that Shanks is a swordsman and Mihawk is the world's strongest swordsman it couldn't be simpler lmfao 😭

Mihawk narratively cannot be weaker than Shanks — if he is, it makes him a fraud. Which is fine, but until then, Mihawk > Shanks.

From Oda's perspective, Mihawk represents the pinnacle of swordsmanship out of all swordsmen alive. Xebec proves that shockwaves are also part of swordsmanship.

If Zoro saw Shanks use a shockwave, he'd say damn he's a strong swordsman I need to surpass him. Knowing Zoro, he'd probably try to learn the attack. Zoro surpassing Mihawk will automatically mean he's surpassed Shanks too — even Mihawk said he waits at the top, not "I'll wait for you at the top (btw you still gotta beat Shanks after me)" lmfao.

Luffy will become the greatest Pirate alive, with the greatest shipwright Franky, the greatest Cook Sanji, the greatest Navigator Nami and the best Doctor in Chopper but yeah, Zoro just gonna be the what? The 5th greatest swordsman of all time? Cause that makes fucking sense...

The logic of some people on here will neevr fail to astound me I swear.

Honest to god Root, the only reason I have not already put you on my ignore list is that I think seeing you reach more than Luffy at times to justify your blatant bullshit is hilarious.

I swear, Oda himself could learn fluent English and do a live stream where he tells YOU specifically that you are wrong and you would still find a way to cope about how you were actually right all along.

Well the problem is Shanks and Mihawk have different roles in the story so they are presented differently

But having different story roles isn’t an indicator of in-world power levels either

It's not that it's not taken seriously.. There are unwritten rules that Oda is leaving out on purpose.. That Swordsmanship is heavily CoA oriented and will never be peak CoC.. The main reason most One Piece fans are confusing AdCoA Black Green Lightning for AdCoC.. Because Oda explain nothing..
