I agree with this. Mihawk is the pinnacle of swordsmanship which is closely tied to haki as well. But he can be the pinnacle of swordsmanship which is the art of cutting (as Koushiro pointed out) and still not necessarily be guaranteed above someone who has more crude swordsmanship but equally powerful or overall mastery of different aspects of haki or df.
There is no doubt Shanks will have superior mastery of CoC over Mihawk, easiest bet ever. Oda uses Shanks as the golden standard for CoC.
I will wait for the chapter to drop and update my current standing on the matter. For now I believe Mihawk and Zoro are more purists, Shanks and Roger types are all rounders with inferior swordsmanship but not inferior overall necessarily.
