He needed someone to make everyones story from previous era to join together. Also give Roger a real rival. Other than making 10 other legend in an era and give them little backstories he preferred making 1 strong enemy who rivals Roger and makes all the previous gen together.

Roger vs WB was more impactful and devastating than this one. Xebeck wasn't at his strongest when he clashed with Harald, and Kaido put Oden alongside Roger, WB, Shanks and Prime Rocks. Not that I think he's comparable to them, but he's not less than Harald was when he clashed with Rocks.
