Xebec destroying that nameless admiral doesn't mean he is destroying Kuzan.
Or do you believe he's destroying Sengoku as well? The latter was also an admiral and there is literally nothing which puts prime Sengoku far above Kuzan because Sengoku himself recommended Kuzan his own position.

His best feats are fighting YCs in MF.

There is no comparison. It is so bad that literally all Oda would need to do is show Shanks using other fighting styles, like with what he did with Xebec in this chapter, and it would destroy the entire Mihawk agenda.
Mihawk could be stronger than Shanks, but it does need to be justified more than a title.

It really took Rocks to amass a stacked pirate crew to take pirate island while it took just Teach and Law to take the island and defeat a pirate legend @Reborn @park_min young
