You have to be a solid top tier for that rank. We don't know how strong the admirals were during Rocks' time. So it's not even that relevant for the present, when we know how powerful present admirals are.
Hence jumping from Captain rank and his level of strength to admiral rank and that lvl of strength is a reach.

If Coby gets a very powerful top5 Zoan - granted Oda makes him a mostly haki based fighter - he might become a borderline low top tier, if he really awakened CoC for his honesty impact. But that's the highest I could see him at right now with regards to the time he has left.

You could've just said yes i see both of them Admirals next arc. But you toned down and used a general statement for next few arcs. Do yourself/all a favour and post only what you truly feel.

It’s going to be the race for the 4th RP and one piece. Yonko will be involved. Marines will likely be involved as well.

True, but he's not going to actually get the rank until EoS.

He Is a captain, It would be already a miracle he Is VA (3 ranks higer: commodore --> Rear Admiral --> VA) by the final war. Not to mention there are no free spots.
They are not VA's but stronger than some VA's anyway
Howered they are not even close to the admiral level
Kid and Law went from 500 mil to 3 bil(admiral bounty) in one arc

Grus doesn't have a specific purpose in the story that we can pinpoint.
For Coby, we can assume for him to do what he promised - stop Luffy.
Can he realistically accomplish that purpose? Sure but he wont.

The narrative requires for Coby to fail in stopping Luffy because Luffy needs to succeed.
How would Coby suddenly be able to stop Luffy? Just give him anti-Luffy power.
Which power is that? CoC burst that negates DF abilities. Can Coby obtain that? Easily.

As soon as Coby would obtain DF-negating haki burst, he would even the playing field with Luffy.
While Luffy has more experience in actual fights, Coby is a trained soldier, which Luffy never was.
Remove DF from Luffy and Coby might actually have the upper hand, assuming he has aCoC.

You would probably come to the conclusion that such Coby is Admiral level. Is he though?
Perspective is everything. When you pair him with a DF merchant like Luffy or Blackbeard, Coby can look good.
But pair him against Zoro, Mihawk or Shanks and you will still see Coby as a toddler.

Being an admiral isnt like being yonko. You don’t need a strong crew or territory. You just need to be a powerful marine.

Koby and Grus, by Egghead feats, are already much stronger than the average VA. Koby with ACoC or Grus with awakening would easily be admiral candidates even if you argue they’d be weaker than previous admirals.

No, but you need to be at least a VA, which neither are.

Grus anyway is not even remotely strong enough, while Koby can be in due time if Oda wants to push him. But more than anything, there is no free spot.
