If the spectacle/cameos had been cut down a bit, and the movie spent another 15-20 minutes having Uta really vibe with the crew, I'd have liked it more.
Also, not enough Shanks to justify the title.
One Piece movies are somehow even worse than the actual series when it comes to hyping up cool fights then just abandoning them for fuck-all reasons.

The interactions between the Rocks pirates are cool. Feels like a true misaligned ensemble. Also cool to learn WB already had the Gura Gura at this point. Love the fact Oda included a double entendre in Ida's word choice about Harald picking his friends wisely, works both for Rocks and the WG. Still don't like Oda turning Shakky into a figurative object, feels too cheap. How is she struggling to open a god damn bottle Oda, she just fucking two tapped Gaban and Roger the last chapter. The chauvinism is off the charts.

I think it fits Lucci's character to talk down to Akainu, since CP0 reports directly to the Gorosei and has acted above Akainu before.
Look at how Lucci treated Spandam: Lucci has no respect for anyone who gets in the way of him following orders.
