Yes. Altough we could probably put together all the arcs from Sabaody to Marineford in one single arc,and also Water 7 and Enies Lobby together. I think:
Best Saga:
1- CP9 Saga (Water Seven + Enies Lobby)
2-Saving Ace Saga (Sabaody,Amazon Lily,Impel Down,Marineford,Post-Marineford)
3- Sky Island Saga (Jaya + Skypea)
With the Baroque Works Saga as Honorable Mention

Best Arcs:
1-Water Seven
2-Sabaody
3-Skypea

What? Did you noticed that there are not post-timeskip arcs or saga? Oops!

There are 5
Water 7 saga (robin)
Impel down (didnt like marineford as much as others did)
Alabasta (the fights wete great, introduced the best one piece villain, and all in all was good)
Wano (come on, despite its flaws it was still a fine arc and definitely a good one, especially in the anime, the anime did fine)
Punk hazard (it was smooth, fun villain, fun way to reintroduce tashigi and smoker, introduced smile fruits, everything was great)
Also let me throw in the reverie cause that was absolutely peak

Among the long arcs, my personal favorites are Enies Lobby, Water 7 and Skypiea. (Or Water 7, Skypiea and Arabasta if you consider the whole Water 7 saga a single arc.) The 2002-2007 period was the pinnacle of One Piece IMO. Marineford is a bit overrated IMO, it might not even be the best arc of its saga.

Sabaody on the other hand is among the best short arcs IMO. Probably the 4th, after Jaya (1st), Zou (2nd) and Arlong Park (3rd). Either Levely or Post-Enies Lobby would be the 5th.

Enies Lobby while great, is not up there with Marineford and Sabaody to me. Enies Lobby is full of unnecessary and forgetabble parts, Sabaody and Marineford don't really have filler parts (maybe you could argue some of Buggy's parts, but those are very few)

Gotta say replaying the classic arcs in the games and reliving them via the OPLA but delivered in a very different way, with some major new twists has been extremely enjoyable too.
It makes you remember why you fell in love with one piece originally and enjoyed it so much. The charm, the characters, the vibes, the humour, the well balanced tone and carefully written drama and thus main characters focused story.

Pre TS really had a whimsical, adventurous side and there are definitely elements of it post TS too but not so much. The story is radically different in style, focus and such, for better and for worse.

The problem with Elbaf and Wano is that they took a long time to deliver them.

Elbaf and Wano were wanked long back in pre-time skip itself.

Enies Lobby, Marineford and Sabaody were pre-time skip arcs. It's actually no wonder people like that more.
Yeah those are great points. Those 2 arcs had decades of buildup. I was in complete agony waiting for Wano and Elbaf to happen (and ironically Wano to end too lololol).

Why are people liking Marineford and Impel Down so much when there was just Luffy without any other Straw Hats in those arcs
The fights also sucked or were very short and the story was at its lowest point with Luffy just losing

It think people overestimate a lot Marineford.

It's a fast paced arc, it's full of revelation of big names and tension, twist and turns yes. But it term of deep narrative qualities, it's really not on the level of Enies Lobby or some other arc post-time skip. It's amazing, don't get me wrong. But the WaterSeven Saga stands above everything pre timeskip (Skypiea is close)

I guess you could say that the tension created in the arc is enough to make it one of the best but I feel like it's an illusion more than anything, illusion that is not as strong on reread.
