I find it strange that ppl don't talk much about the meaning behind Rocks and Harald never met again until "that incident"
Not to say many assume it's about GV.

The incident looks like what Gaban/Loki talk about just before the flashback.
This whole fb is supposed to be the flashback about whole thing involved in Harald deaths, not anything related to Rocks.
And its strange that we get Rocks fb majority of time instead.....
One should ask how Rocks is related to a flashback original supposed to be how Loki explaining Harald death to Hajruddin and everyone.

agreed there is no way Oda introduced him and it's giving us god valley just as a fan service, unless ofc Harald somehow was at god valley and he helped taking him down after all that event was erased from history so maybe his presence was kept hidden ? would be a nice twist for rocks to somehow be alive though

The FMI silhouette is also very Shanks-esque

On top of that, Oda has also drawn a connection to JB and Shanks by equating their Haki.

We also know that Shanks is a “Child of Destiny,” which would be a weird title to give him if he was just a Tenryuubito offspring. So it makes sense that he would have a bloodline even more special than a CD’s, and there’s not many bloodlines more significant than a CD’s

You're assuming Xebec is the issue here when a clash requires two participants, Cancerbeard and Big Mom > Harald any day. Like I said, if it turns out that Xebec does skysplit on God Valley, it'd undoubtedly prove that Harald is the weak link in haki.

Oda has been spelling out that Xebec and Harald are nigh-equals. If you still can’t grasp something that simple, especially after this chapter, then that’s your problem.

The author explicitly hyped it as magnitudes inferior by virtue of not making them skysplit.

Kaido and Luffy's clash reached dozens of kilometers into the sky, split the sky dozens of kilometers wide and changed the weather, but sure, sending some fodder flying is superior.

Larger lightning = stronger has never been a thing, you've literally just made it up.

Xebec was also conflicted, they were both holding back so it is impossible to scale from that fight.

Harald is not stronger than prime Whitebeard.

Xebec's Haki or Harald's Haki—one of the two has Haki that isn't at the level of being able to split the heavens like Kaidou and Luffy.
