Hard to know. At least with Kaido is the case. Kaido's and Momo's DF are the only Zoan that we saw 2 different people using it, right?

I just don't understand how people can convince themselves that the character whose flashback and rise to power we're actively seeing is going to be stronger than the 4 Gorosei who're still essentially mysteries, and have had centuries to grow strong.

I don't think Gorosei had centuries to grow strong anymore. Garling was already a holy knight at God Valley therefore he already had the "invicibility" of it. Yet he got old, pretty old. Don't forget Dr Kuraha is like 140 years old, regular human. Gorosei may have like 100+ years but I don't think they are from void century specially how easily Saturn was "recycled". I guess they were familar to the ancient robot from Egghead (Emet was it's name?) so they are at least 200+ years old?

Ray v Shiki doesn't really have any narrative-weight even more so given the current plot line on God Valley.
It'd be good hype for Ray but that's all it will amount to. Narrative-wise Ray's opponent imo is 100% Ouchoku who captured Shakky.
Ray has to play some sort of significant role in this Shakky plot-line and the most realistic possibility is that he takes out Ouchoku who kidnapped Shakky imo.

I understand. But Ouchoku is like Hawkins or Apoo. It makes sense if Ray took him out if Ray also got to have feats against one of these 5

Shakky's entire writing doesn't make sense
She wasn't portrayed as that beautiful before this arc

Gloriosas actions with regards to helping Boa and swallowing all of her antics could perhaps be due to her witnessing what slavery did to Shakky. And who knows, perhaps the first thing Shakky did after freedom was cut off her hair similar to her current style, making her self "ugly" to never attract problems like this again? And perhaps Rayleigh feeling guilty about not making her his wife before immediately makes her his wife and takes her under his protection despite her getting uglier and being damaged?
