This not only Disqualifies Man With Burn Scar from that Role but also means He can't be Davy Jones as you said,
However, as I also mentioned, Secondary Main Villain should be Someone with Lunarian Powers,
This leads me to Two Options, either Man With Burn Scar was Weevil's Guardian & a Former WG Member who wants to take over WG,
or He is an Ally who is supposed to be for Weevil, what Trunk was for Perfect Cell (No Time Travel though)

This Villain doesn't need to be a Lunarian, He only needs to be someone born with Ability to Control Flames even Superior than Lunarians, similar to how Big Mom was born Stronger than Giants, and it makes Perfect sense because if this Guy is going to be Secondary Villain, then it means Mother Flame is Created for him, He will be the one to use/absorb/control it (Whatever Oda is going for),
This whole Concept reminds me of Sanji, who also have Fire-Related Powers + Super Defense without being a Lunarian nor eating a DF, indicating that He is also a Human Weapon (Science Warrior), and if Seraphim are meant to be like Mini-Versions of this Villain, similar to how PH Kids looked like Mini Big Moms, then what Vegapunk used to Describe them also applies to him, except He is their "Alpha" Version,
In other words, this Villain represents The "Real" Strongest Form of Humanity (Vegapunk's Description), or Peak Science,
What is in common between Sanji & Mother Flame & Seraphim & Vegapunk & Science & All this? It's MADS,
Everything indicates that this Villain is actually First Seraphim created by MADS (King & Lunarian Genes were acquired in Punk Hazard when MADS were still Active, and We know that They already can Clone & temper with Lineage Factor), so this Villain is actually Oda's Version of Perfect Cell & He is an Abandoned Human Weapon who will somehow comeback now, (Maybe it takes time for him to grow, similar to Cell.
I wonder if it's actually Edward Weevil, and soon He will Unlock his True Form,
I mean He was Introduced with the entire Place on Fire, and He checks all conditions, (He even have Stussy to play Role of Carmel for him)
