Yes, shanks was the one to deal with him. But we don’t know how hard that fight was. Can be that the fight was as difficult to shanks as his fight with Kid. That panel do him striking the Adam tree, is not more impressive than Zoro tanking an attack from 2 yonkou’s. Is Loki’s potential high and can he reach Harald? Yes, do I think he is yonkou level? No!
But, I always like to wait before powerscaling when new characters are introduced. A lot of you like to always put them straight to the top.

The fact he is Harald son who had a equal clash with Xebec tells alot about his potential.
He in fact most likely killed a Holy Knight before, Sanji and Zoro still need to do it.
Gaban is scared about someone like Loki, same Gaban who low diffed Sommers pretty fast, same Sommer who is most likely Sanji opponent in this arc.
And Im not saying EoS Zoro will be weaker, but the fact Zoro need to be Shanks/Mihawk lvl to defeat Loki tells a lot.
