Destroying the island = no ground to walk on = you drown in sea (especially if you have DF)

Teach's world domination would be worse than IMU's.
With IMU you have the WG trying to keep a somewhat semblance of order within its borders, while erasing entire islands not part of its political body.
With BB, there would be no political body. It wouldn't be the WG with BB as king; it would be the equivalent of the Impel Down lvl6 inmates recruitment process: a battle royale between nations, and the ones still standing get to enjoy Mariejois, while the others succomb to Ancient Weapons spammed for funs and to actual pirates raping and pillaging.
