There´s no reason to assume that CG has put bounties on anyone not from the navy, or else Mihawk, Croco, Kidd, Sengoku etc would have mentioned it at some point.

Those are all too high. Also they won't have bounties. They're not in the navy

Garling and the Gorosei > 4.000.000.000
Shamrock> 2.000.000.000
Rest of the Holy Knights> 1.000.000.000

The HKs were not introduced at that point, were they? Oda wasn't going to ruin the intro.

They were at least mentioned as a group that exists, there would be no reason for Croco and Mihawk to not name them, when discussing the CG. For now, it´s only reasonable to assume CG just puts their bounties on the Marines, and neither Buggy, Mihawk or Croco really have the motive to put money on the HK(who can´t be killed by most people anyway, so it would be pointless)

HKs on average should have bounties below 3B. Gorosei bounty can be 6B.

Cross guild has only been putting bounties on marines. I doubt they put bounties on WG members like HKs or CPs
