Given Imu’s power to form a covenant with others and possess them, he should be able to leverage this ability to wipe out his greatest threats. Not simply by sending Holy Knights or Gorosei after them, but by sending spies marked by him to infiltrate his enemies.
Imo there’s no reason why he wouldn’t do this to the Blackbeard pirates. This crew is an existential threat to him and unlike the straw hats, the BBP aren’t actually friends and hence should be easier to infiltrate.
This is where Kuzan comes into play. I think he could have negotiated some sort of deal with Imu, wherein he gets some sort of reward(perhaps becoming fleet admiral or commander in chief?) in return for infiltrating the BBP.
Ultimately I think Kuzan will play the BBP and the WG off one another to cause the downfall of both. But I think Imu will use Kuzan to strike at Teach in an unexpected time, possibly leading to a fight between Imu, Luffy, Teach, and Mihawk(stand in for Buggy).
