First of all Rayleigh did not deflect Kizaru's laser. If you intend when he kicks Kizaru while the latter was hitting Zoro, Rayleigh in that case kicked Kizaru's leg before was firing a laser. He just moved Kizaru's leg in order to make him fire away. It's not deflecting a laser. I'm afraid.
Sanji did not even deflect by the way, Sanji literally disintegrated a laser. He just kicked the laser so hard that the photons disappeared out of existence. This is something no one did until now. This is why a lot of people think it's the "power of love", something out of the ordinary. That's why even I, that think the power of love is simply haki, have still doubts. Is it really the power of love? Or some kind of power that let Sanji's desire come true? Some weird power that is able to bend the law of One Piece physics? Who knows, the fact is that Sanji did the impossible and Kizaru and Franky acknowledged both. One a genius of science and the other that was always sides by sides with Vegapunk, so not someone too much distant from the scientific world.

My use of the word “deflect” is a bit of a stretch, sorry.
Regarding the explanation of how Sanji managed to neutralize Kizaru’s laser, I think we need to be more down-to-earth. In my opinion, it’s thanks to his modified body by Germa, altered by his father Judge, like his leg that catches fire, which Queen noticed as a sign of a scientific modification by the Germa.

The exoskeleton awakened in wano. Diable Jambe is something from water seven, when Sanji was just a normal human and his modification were still dormant. This is a fact. So I don't think Sanji is able to destroy kizaru's laser thanks to his exoskeleton. And even if it's like you're saying, I don't think the exoskeleton can actually do that. I mean yes it's something resistant but not that resistant.
We can compare lunarian skin while flame is on with the exoskeleton in some way. I mean we can say that their resistance level is on the same level. Edison was afraid that a laser was able to critical injure S-shark. A clone of Jimbei, with superhuman strength durability that has lunarian genes on top of that. So we can say he is a real monster of durability and even with that Edison was afraid of a laser. In that case the laser was from Franky's weapon and a laser it's just a laser. I think we can compare Franky's laser with Kizaru's one (probably the second has of course more control, he can spam it because he is literally formed of light).

Germa 66 has mastered laser science, as demonstrated by Ichiji's powers, Sparking Valkyrie.
Perhaps it’s not the exoskeleton that resists the lasers, but the flames/lasers from his leg, which are powerful enough to counter and cancel out Kizaru’s lasers. Two attacks of equal strength cancel each other out.

I made a reasonable hypotesis comparing seraphims durability with exoskeleton durability. We can even say that that, as for now seraphims durabilty is probably slightly better than exoskeleton. So Edison was convinced that even a seraphim was not able to withstand a point blank laser. Why Sanji with his exoskeleton should be able to nullify a laser? The fact that Ichiji's power exists does not mean anything in this regards in my opinion.
