First of all Rayleigh did not deflect Kizaru's laser. If you intend when he kicks Kizaru while the latter was hitting Zoro, Rayleigh in that case kicked Kizaru's leg before was firing a laser. He just moved Kizaru's leg in order to make him fire away. It's not deflecting. I'm afraid.
Sanji did not even deflect by the way, Sanji literally disintegrated a laser. He just kicked the laser so hard that the photons disappeared out of existence. This is something no one did. This is why a lot of people think it's the "power of love", something out of the ordinary. That's why even I, that think the power of love is simply haki, have still doubts. Is it really the power of love? Or some kind of power that let Sanji's desire come true? Some weird power that is able to bend the law of One Piece physics? Who knows, the fact is that Sanji did the impossible and Kizaru and Franky acknowledged both. One a genius of science and the other that was always sides by sides with Vegapunk, so not someone too much distant from the scientific world.
