There are a lot of mysterious blank spots in Crocodile's past.

First of all, I think that the statement "guy without Haki" contains two false statements at once. And the key to understanding both is Trafalgar Law. A strong burst of Haki apparently can break the Devil Fruit effect you are under. So, what if Crocodile's unwillingness of potentially losing said effect was stronger than his desire to defeat Luffy? What if even the slightest risk of having the Horu Horu no Mi power released off him is infinitely more undesirable than losing years of progress in his plan? In other words, if it is true, Crocodile didn't use Haki not because he couldn't, but because he was afraid of possible consequences.
Now, what could be so bad about Crocodile returning to initial appearance? Perhaps homeone undesirable could notice him (or rather, her). Someone with a bitter grudge against her and her entire family. Someone like Figarland Garling.
Just think about it. Garling lost his son due to Maffey's blunder. What could he have demanded in return? What if Maffey happened to have an eight year old daughter at the moment? Garling could absolutely demand said daughter of Satchels family to be branded with a Shallow Sea Mark and forced to be his personal squire where he would have all the opportunities to make her life hell. The girl would escape over and over again, but caught repeatedly, beaten and scarred, the latest one going all the way across her face. Then she would find a certain someone who could change her into a different person. She would become a man, choose a deliberately masculine prefix "Sir" and cut off the branded arm. True to his World Noble heritage, Sir Crocodile wouldn't be able to resist the shiny temptation of a massive golden hook as a prosthetic. And then he went to have revenge against the origin of his misfortune - Whitebeard, who didn't even notice how he ruined his mother's life and his own.
After Crocodile's defeat, the truth of his origin (or at least his World Noble status) became known, and he was temporarily put into custody on Level 6 until someone from up above had the leisure to check on him and verify his identity. Naturally, this kind of rumour would have reached Doflamingo's ears, and he would feel a sense of camaraderie towards a fellow fallen Celestial Dragon, perhaps projecting his own past onto Crocodile and entertaining the thought of having revenge against Mary Geoise together. And naturally, Crocodile who was traumatised since early childhood and desired nothing more than to go under the radar of Garling, wanted no part of that.
And here we have it: Crocodile, daughter of Maffey, victim of Garling, runaway Blade of God.
