Does it really add up when Roger is his equal and WB can compete with Roger? WB wasn’t immediately flung off by DR Rocks either and a mountain had to collapse on his head to stun him seemingly. If WB is even somewhat comparable to Roger than the Rocks trio cannot just be as a whole inferior to one Garp.

- reached 5 billion bounty

- proclaimed to have power to destroy the world

Pretty clear WB was special case and was portrayed as such in manga.

--His bounty only 400 mil higher than Kaido's despite having stronger crew and 15 year advantage

--He couldn't even destroy MF fully

--He is at the end a yonko even if strongest by some margin.
