Neither could Zoro when he fought the Seraphim. He said it himself the they are invincible with flames on. He said the same thing with King. Only reason he managed to beat him was because King couldn’t maintain flame mode the entire fight. Where as the Seraphim could.
Zoro wasn't using CoC against the seraphims because he didn't realize he has CoC or he used it to beat King. Yonko Luffy also failed to damage the seraphims. Guess what, Luffy also didn't use CoC against the seraphims.
Since the same magazine that stated Sanji = Zoro said Zoro beat King and Zoro used CoC against King, which he didn't use against the seraphims, the same as Luffy. That means CoC Luffy = CoC Zoro >>> Luffy = Zoro = Sanji
1. Being Equal doesn't mean it's during each & every Moment of Story, nowhere does it say They Progress similarly & at same Rate
2. Being Equal as Wings doesn't mean They share every other Ceiling
Wings + Rayleigh/Gaban + Every First Mate & Second Mate Comparison shows that:

But Gaban thing was to spell out EOS zoro is equal to EOS sanji or bit stronger than him.
Shanks is literally sanji parallel while Mihawk is literally Zoro parallel.
