Yeah I don't get this cope about them not being a unit since that's not even the definition of a unit lol
There's a reason why they made up one of the three factions in the balance of powers
Being grouped together doesn't make you a unit. I can group any 3 individuals together. Trump, president of Denmark, president of Greece. That doesn't make those 3 a unit, it's just 3 presidents.
I can make a statement how those 3 are the "insert anything you want" in Nato. That doesn't magically make them a unit.
Someone pointed out that in the very same magazine it says that the marine is refered as where the "strongest fighting power of the world governement is gathered"
"海賊を殲滅せよ
世界政府の最強戦力が結集"
Exterminate the pirates! The world governement strongest military/fighting power assembled!
Looks like I was completely spot on , oops.

It seems One Piece fans genuinely cannot tell the difference between a rank and a unit/squad, this fandom is so damn cooked man.
Not really that weird,Holy Knights could be the strongest squad, but some marine individuals like Akainu, Sengoku, Garp, some of the admirals can be stronger than any holy knight (not going to debate Shamrock right now) individually without any contradiction. That's why I was explaining the difference between the terms earlier lol.
Admirals were referred as 最高戦力 which means highest war strenght/higheset fighting power.
The thing is that there's no unit called "admirals" in the series.
Admiral is a rank , the highest after Fleet Admiral. It happens that there are three individuals sharing this rank, but these three are not part of one properly structured and hierarchized group, they answer to the Fleet Admiral, but that's the case for every marine.
it is reflected in the way Oda introduced them and use them : Each admiral got their own individual introduction.
What I mean by how Oda uses them : Admirals are like lone wolfs, they rarely work together and never take part in the same mission, stuff like Marineford are an exception not the norm (and it wasn't a mission, it's just that all the strong marine were called in)
Aokiji went to meet the straw hats on his own during his introduction
Kizaru was the only admiral sent to Sabaody
Fujitora was the only admiral sent to Dressrosa
Ryokugyu went to Wano on his own
Kizaru was the only admiral chosen to escort Saturn.
Admirals are treated like individuals that all happen to be the equivalent of weapons of mass destruction, not a single homogeneous troop because as I said the unit "admirals" does not exist to begin with.
examples of what is referred as 部隊 in the manga aside rom HKs :
Sword secret unit
Super Spot Billed Duck unit
Basically it's a literacy issue.
Aside from admirals, Gorosei are not concerned by this magazine statement either for obvious reason.
Like @Shimotsuki Fenaker said, the correct translation refers to the strongest force “in the Holy Land” which definitely means the Navy definitely isn’t included.
Also that doesn’t even make sense as Gorosei > Holy Knight
Also this magazine isn’t canon so no one cares anyway lol.

Probably strongest fighting force then, as the Gorosei are politicians first and foremost
But yeah magazines and such are never canon but the arguments that came from this one were hilarious

Pissmiral fans are done. Those clowns will only be relevant in the manga if Sakazuki gives Wizaru a raise. Twerktora, fattbull and Luzan don't matter and probably all lose to Gunko
