Doesn't seem entirely clear that he wasn't aware that Loki was imprisoned honestly, it just seems like the guards were making that statement not knowing the urgency of the fact that he needed to be stopped, it doesn't seem like he was shocked at the mention that Loki and Hajrudin weren't present. And either way, the difference is Loki and Hajrudins current location may not be something he knows, but they are still citizens of Elbaf. Dorry and Broggy explicitly left the country decades ago, I'm not sure how you could miss that....

Maybe? We don't know the legal system of Elbaf, or if Loki burning down the village caused excess casualties,or if Loki even revealed why he got mad at that guy(since most people in Elbaf don't seem to know, Loki could have kept it a secret, which is kind of a pattern with him)

I didn't miss that. What about Hajrudin? Harald didn't know where Hajrudin was. In his mind Hajrudin was in Elbaf.

I'm not saying you missed that, I'm saying it would be impossible for a character in the manga to miss that Dorry and Broggy aren't on Elbaf and are infamous pirates, as opposed to Harald not knowing if Hajrudin is currently on Elbaf or out traveling at the present time.

So Harald also thought that Dorry and Brogy were still in Elbaf. If he didnt know his own son location how did he know Dorry and Brogy location? People he didn't care about lol.

The difference is pretty simple. Hajrudin is generally in Elbaf, and likely left pretty recently(wherever he went), and this could have all happened while Harald was doing Gods Knight shit, or was in Mariejois. OPverse obviously doesn't have internet or texting, so it's not exactly easy to know where people are 24/7, unless you're calling them on a den den mushi. Dorry and Broggy left over 80 years ago,which is a pretty significant time
