I guess he pulled out GB and Fuji but we've known of them since Dressrosa.
We already knew about the Gorosei so they don't really count.
Oda still refuses to make top tiers the norm, just look at most of the giants and holy knights.

Shamrock. Other HK's depending how you see it - do we count the fact Imu can possess them automatically transforming them top tier? Or does that count as Imu?

What is the general consensus on someone like Magellan here? People rate him highly but how high? Not top tier but better than a high tier? He was a force of nature back then, and needed the BBP to jump him to take him out.
Imu (tho he counts as the top 1)
Sure there's more known high tiers but I would expect less top tiers in relation to the current number of high tiers.
