if you think about it roger's pirate king title is just a codeword for the best sailor around
not saying luffy is the same but there are definitely characters in roger's era who would have fucked it up if they cared about his goal. some of of his rivals literally gave him an assist .

I’m pretty positive Oda is doing this as almost everything in Elbaph is setting up Saint Shanks being not who we think he is and hiding his true self.

Not gonna lie, those arguments we had a year ago about whether Shanks would be evil or not. I’m really hoping I’m wrong and he isn’t just perfectly good. He doesn’t have to be evil but make him morally grey at the very least. I’m praying I’m wrong but looks like, my wish is a lie after every passing chapter. Oda really messed him up. Kinda sucks to see since I genuinely loved his character at one point but even I’m gonna be tired of the same generic wank

If we go by your logic, Harald didn't have the power to defeat the squirrel, but Loki had the ability to do so, so Loki is stronger than Prime Rox and Harald and should have had no problem fighting him
