It's either two things

1)oda made luffy a retard and not use acoc

or

2)the elders was using acoc like harald and luffy acoc couldn't bypass it which means

If we take Ray’s words literally, Loki’s CoC probably surpassed Harald’s the moment he ate the fruit. So yeah, his haki and raw power was just strong enough to beat HK Harald.

I think it's amped up Black Haki Lightning through his natural control of Lightning which does the trick.. The two mixes..

Basically the CoC coating is the starting point, you need it to "pierce their bulletproof vest", without it you don't have a chance, but once you have it, anything else combined with CoC will be extremely useful (that not considering some DFs might have special abilities that work on HKs immortality by themselves from the get go, which seems to be case here tbh...)

Yea it's how I think about it aswell.
When you strip Garp and Roger off the power of their CoC, they are left with just their physical strength. And thanks to Domi Reversi Rocks was just so much stronger otherwise. So when their CoC cancelled each other's out, they could only push him back a little and such, as he was physically superior.
And in contrary to Loki, they had nothing else to power up with and gain more mass behind their moves other than that all out haki leak.

But Loki here has the entry ticket - CoC - and then the god damn power of Ragnir and a legendary Zoan behind his swings. That's a lot of mass right there.
