In the end Shanks and Gyaban were sidelined because only Loki was able to kill Harald, not because Loki is stronger by miles but because he was directly involved with Harald as his "son". Shanks and Gyaban did want to help him, Loki was the only one who had the will to kill his father. He knew there was no other way and that's why Harald said only Loki can do it.

I don't see any downplay to Shanks and Gyaban this chapter, I guess if the two were really serious they sure had what it takes to beat Harald. They were too soft, while Loki just put this burden on his shoulders and did what he must.
 
Before the last attack all damage Rocks took was healed, just as Harald.

The difference is that in Harald's case, not only wasn't a 2vs1, but Harald actually came back to his senses. And not only that: Loki was 17 YO and doesn't seems It was even that damaged. After getting Ragnir and the fruit, the fight was quite one sided.

We can say It was exaggerated, but this was incredible.
All the damage rocks took before the final attack was not heal.
We did not see any regen or was it mention that rocks heal.
What was said was he was using his CoC to cancel out the attacks done by that garp and roger .
So why would he need to heal when he has ben cancelling out the damage ?
That is why they said they had to do one big attack because rocks was not getting damage .

The fight was loki giving him 4 hits and he healing from them .
If we going with what Gaban said it was not strong damage since Harald heal fast .
Then harald allow him to kill him .

Read over chapter 1165 rocks had no damage to heal because he was cancelling out roger and garp attack with his CoC .
 
So why is Harald opting to use an axe when he has another sword in his left hand, and what’s stopping him from just pulling his sword out of Jarul’s head?
The question is, why does it matter? Does he need to deliberately abstain from using weapons other than a sword in order to be considered a swordsman? What exactly is the debate about? That Mihawk would still be the WSS if he lost in a fight with a sword-using Harald, because Harald (while controlled and on a killing spree) is not dedicated to using a sword?
