The only correct answer is Oro. And it’s not even a contest. Being a villain means shaping a story. And he did just that, from start to finish. He was the main antagonist in the first half and even in the second part he vastly shaped the story. He was the one that manipulated Suna, he was the one that got Jiraiya and Tsunade involved after killing Hiruzen, he abducted Sasuke and made him his student. Even when he was *killed* it was only temporary. Later he became the origin of the final war as well because Kabuto was influenced by having fused with his cells. And he only went and revived the Kage to prevent Madara from taking over the world so that he could continue living and experimenting on people in it. He was not just an overarching villain in the entire series, he never even lost. That man even straight up won and still experiments on people how he always had without anyone being able to truly stop him. Even if they did, he would just find a way to come back again. Stronger than before ofc.
Kakuzu is much more interesting and better written

Konan is a non character outside of her relationship with nagato/yahiko too but her death chapter clears any sasori chapter ever so she's above sasori

BoS Sakura started getting used to his attack patterns and didn't even need Chiyo's help early into the battle
All his Puppetry outside Performance of 100 has a time delay/lag that most ninja will notice and take advantage of
Even then Sakura was still able to counter many of his PoH puppets
Getting rekked without being able to counter attack
Rightfully disappointed in himself, even he is well aware of much he has failed.
Outplayed by Kankuro and he became a puppet for someone else himself
Borderline low Kage level is where this cheap Marionette belongs on a good day if we are being honest
His trash parents also got bodied by the White Fang
Very symbolic of Sasori being a Bos Kakashi victim
