So that test was also about trust and seeing G5 which more important than testing haki.
Since he most like hear about it and wanted to see it him self .
He also told them to check with him afterwards so he could most like know something about luffy DF or lore about it.

Bro, Luffy did beat Kaido lmfao. He ran it back more than enough times and did more than enough for us to comfortably say Luffy beat Kaido. Does that mean Luffy's overall stronger? I wouldn't be surprised if Shanks told Gaban to allow Luffy to free Loki if he comes, this mini flashback happened the page after Gaban gave up the key so I feel their conversation had to be related . We know it's very recent based on Gaban and Shanks having their current look.

Shanks visited Elbaf before fighting Kidd and after seeing Luffy awakened, so I'd imagine it was all intentional. We also know Loki knows Shanks's current location, and this probably ties in with his recent visit as well.

Yeah but i don't think we see anything that has Loki> Luffy either .
Even the attack that kill harald luffy would be counter to a part of it . ( plus luffy would have no issues taking ACoC hits )
Time will tell but IMO we see luffy be stronger by the end of the arc than loki.

Why Gaban withheld the truth is irrelevant, the point is that he did, and thus Gaban is as credible of a source of information as you are for powerscaling.

What we do know is that since Luffy has entered Elbaf, he has been nothing but amazed by Loki and his powers, that includes this chapter, but started pretty much since he entered this arc and sensed his powers. We also know that Loki taking out Harald is a bigger thing to put on his resume then anything Luffy has before Wano, at the very least(and this was when he had just recently got his fruit and wasn't even a pirate yet...). The portrayal here is simple, Loki isn't just a tough characters the strawhats meet along the way, he literally impressed Imu so much he didn't send Holy Knights after him, is connected to 2 top tiers from the old gen like Luffy and Teach are, and has one of the two mythical zoans that Rocks thought could help take down Imu.

Loki is probably somewhere between Yamato & Kaido in powerlevel, closer to Yamato than Kaido(/Shanks).

The funniest part is that it's the exact same plot as Yamato:

Prince of the island who can use ACoC and has a Mythical Ice Zooan DF, waiting in cuffs for years until Luffy rescues them, and then teams up with Luffy

Oh and Luffy asks them to be a part of his crew

Loki taking out harald is harald allowing him self to be kill .
It impressive but we have to find out how loki was able to do it with his DF and haki .
As for the rest Imu not sending other HK after loki feel so half ass since he did it 14 years later with shamrock and gunko .
Oda wanting to keep elbaf safe and made Imu not even try attack and take it over before now feel so lazy and loki was not even there.
But that more of a me issues with how he write this .
