That is kinda an oxymoron. Golden boy when it comes to fictional characters usually means someone the author goes out of the way to wank and portray as flawless. The very fact that Oda is willing to showcase Teach's flaws (and even make him look pathetic at times) means he isn't one

But he make Teach looks pathetic for a specific reason in my opinion. He wants to make the reader underestimate Teach as a villain and as a character overall. And then this causes people not to realize how important the character will become.

We are just realizing now his importance. He is the true heir of the ancient kingdom for instance

The fact he's DIRECTLY opposing the marines obviously makes him a greater threat than someone who isn't. If someone as strong as Mihawk was a pirate not attacking marines or affiliated with a Yonkou crew then they'd objectively have a lower bounty
