I mean xebec negged Garling. Roger can beat HKs or gorosei but can't kill them permanently. That doesn't mean HK garling > Base xebec.

Hence loki is special. Base harald unlike base gorosei or base HKs is already top tier PK level and then he got a buff. Loki beat such a monster. Hence imu was shocked. Basically even though PK tiers like roger or base harald can't kill Gorosei or HK , they can still beat them and hence are stronger.

Harald being a special case as he already was peak top tier unlike gorosei or HKs.

Beating them permanently is the same issues luffy had the man put holes into Saturn .
You think if roger did the same Saturn was not coming back ?
That was the whole issue in egghead with luffy beating up the elders and they keep on coming back .
So he had to get save from joy boy haki.
If you saying that the same case with roger and others well it same issues luffy had.

No luffy never beat saturn like gaban beat sommers. Sommers was down for much longer for example.

Roger pirates were always beating HKs like gaban did to sommers but as they had regen they eventually healed and kept coming back.

Gaban even tells luffy about it and luffy now says he knows what to do.

There is also an argument that luffy never used acoc against gorosei. At least visually.

“Playing with” Luffy literally could do nothing to the elders.

HK Harald would fodderize the gorosei which is why Imu was so shocked he died

Gaban him self said that they never face any HK that had CoC.
You can't compare sommers to the elders when they all have CoC .
We see in this flashback Gaban was doing attack and harald was able to heal easy and Gaban said it could be because of CoC.
Gaban and Shanks were even unable to slow him down really.

The argument that luffy never used acoc against elders is one i know of but it sound so stupid it crazy.
When he said he try everything .
But with the way how Oda draw haki guess we won't know.

Its not just his strength its also combination of his strength and design which makes him look badass. Its pretty normal to be attracted by those type of characters.

Even recently in One Piece Xebec has become new fan favorite not because he is just strong ( we got Harald and Imu too ) but also because of his badass design , him being true pirate everyone expected Roger to be. In 2025 Xebec was the most searched one piece character online and many started calling him true pirate king. I myself am having Xebec as my new favorite.

Sure but Xebec is also liked for his personality and what he's trying to do. It's not just that he's one of the strongest characters in the verse so far and has a cool design.
