So either Oda is doing retcon or Mihawk never witnessed power strong enough to break even weapons coated in acoc haki ?

This already has been retconned since Wano when King who coated his sword with basic CoA hardening (the thing Mihawk taught Zoro) it still got broken...

Get out of the idea of, " Superior Haki beats Inferior Haki ".
That's true to some extent.

But we have examples like,
Hordy biting Luffy through his Armanent Haki.

In some cases your physical might overpowers your Haki. You don't need Haki for it neccesarily.

Above case, Loki yes used Haki but Ragnir is just built different or Strong/Tough at base. So their interation broke Loki hammer. And frankly none has lifted that Hammer except for Loki.
