Oda already used Shanks to hype Loki in this flashback lol. The signs are already there.
My issue is that there's no genuine reason for Shanks's growth to have outpaced Loki by a significant margin (since Shanks would go from clearly below Loki to above him).
14 years ago, Loki was actually the newbie who just ate his fruit, got a new weapon and was only about to start sailing. In comparison Shanks been sailing the seas since he was born, got mentored by the PK, was having "legendary duels" with Mihawk and was a prodigy who been using aCOC moves for a decade.
Not claiming Shanks was in his prime in his twenties, but I see no good reason why he would have grew more than the guy who would qualify as an actual rookie, even more when I factor that he lost his arm. He might have gotten used to it, but this should at least have slowed/halted his growth for a while otheriwise it renders his sacrifice for Luffy pointless.
Now if Oda decided to give Shanks some massive haki boost that far surpasses any growth Loki would have had just because... lol

Regarding Shanks, Oda is simply showing that he was “mentally nerfed” during the Harald fight. Thats something you Pizaru fans should understand. Shanks is a softie who genuinely wanted to save Harald. He explicitly says this during the fight: “I want to save him, Gaban.” Shanks felt a strong bond with Harald due to the HK connection and it affected him deeply. He even grabbed Harald’s arm and later expressed regret over his own birth after that battle. If that were not clear enough, Oda spoonfed the point with the line: “Why did Harald have to die? He was too pure-hearted to deserve that.” Gaban being the leader of the duo also doesnt help as he isnt strong enough.
By the time Shanks encountered Loki again (8 years after the castle battle IIRC), Shanks was dealing with someone who was actively rampaging across the seas. There was no mercy, no inner conflict for Shanks this time. On top, humans likely grow in strength much faster than giants, so it might be a completely different Shanks after eight years while Loki kinda stayed the same.
