Oda will probably improvise something in a SBS,at this point. Its clear that he had a different idea of Loki in mind when writing that scene in Whole Cake Island,and now he didnt know how to justify that. He will probably invent something in the SBS like it was a Fake Loki or something similar

I am not "obsessed" with that as you said. What i think is that Oda had a different idea of Loki in mind because the silhouette showed a very different body,with a crown in his head and a court of people around him,so it seems like a totally different idea of a character and situation compared to what we later see in the flashback

What does oda changing character apperances has anything to do with it tho? Oda said his favorite part as a mangaka is coming up with designs, they are myriads of silhouettes that doesnt fit for characters which dont change personality.
Oda can obviously do what he wants in sbs/retconing but nothing Loki shown character wise makes it somehow a contradiction that its the same loki.

This is like saying that seeing Rocks with hearth eyes as silohette first and then oda showing him later is somehow oda changing his mind (which alot of people would argued)

Ragnir was the one that fall in love with Lola , and with Loki and him being close Loki naturally wanted to help and probably get additional benefits like having Big Mom army help to take down WG. Once Big Mom tried to cheat the deal was simply off.

So, according to Chiffon, it was Loki who proposed to Lola. While I feel she is biased to her sister, I do find this to be rather significant.

First, why did the nation of Elbaf even agree to this in the first place? Surely it wasn't when Harald was king, as for someone who desperately wanted to join the WG, aligning with a pirate nation would be the last thing on his mind. So it had to be after he died, logically.

Could it be Loki realized he needed allies against the World Government, and was trying to trick Big Mom? We now know he wasn't alone and there were other Giants with him during his 8 years at sea. Since she shouldn't know he was a fugitive, if he approached her, that may have been enough to make the illusion to sell it to her.

I think you had it right the first time

It was just Loki and the guards. Nobody reached out from elfab I think. Big mom just assumed that the prince of elfab marrying her daughter automatically meant tottoland and elfab would become allies. She prolly didn't know about Loki being excommunicated.

And like you said, Loki most likely went after Lola cause he wanted allies to go against the wg. That's also most likely the reason why shank beat Loki up.

Lola prolly realized Loki wasn't really in love with her, and dipped from tottoland.
Loki lost his plan for allies and just decided to wing it alone with the few guards he has.
Shank saw the hell Loki was raising and told Loki it wasn't time yet.
Loki did not want to wait.
Shank was forced to defeat Loki and chain him up.
