I used to think the same...but for Kaido at least I have changed my mind.
Kaido said that the mind of the user and the fruit had to be in sinc for the awakening to work:

A wouldn't be surprised at all if Momo could awaken the fruit instead.
The irony, considering that Kaido sought out that fruit because of his power.
If he had eaten, idk, a mythical about some evil creature, he might have awakened it.
