Usopp and Chopper easily

Usopp is a chopped sub 3 bum with the worst design and annoying ass voice ever. So he takes this with ease

Chopper and Usopp. Usopp had a promising arc in Dressorsa ( God Usopp+ Observation haki) but after that only disasters, Elbaph at the moment doesn't save him. Chopper is only a merchandising mascotte in post time skip, it's a shame beacuse pre time skipe was a good character.
Honorable mention for Jinbe after he joined the crew, he seems useless at the moment

He only could work as a subordinate of Luffy's if he got actual screentime and Oda actually cared to write him (and other recurring characters) past their introductory arcs.
Jinbe isn't much of a character when he actually joins the crew and it's so weird to me. You'd think that'd be the time for Oda to really lock in with him and make sure to write him well and write him consistently, but he doesn't do much besides just say "Hey. Racism is bad. Fuck you, Who's Who" and after that he just moves boxes and stands in the background

Chopper has been reduced to a mascot and healing device. He could have been developed with him struggling to cure some illnesses and injuries before overcoming thel, and him working on trying to find a cure for the Smiles and/or Big Mom's illness with him struggling between him being terrified of BM and knowing her as an enemy and his doctor conscience pushing him to try to identify and find a cure or treatment to her illness.
