answer is easily chopper. Usopp has been par for the course, not really any pre or post timeskip difference where he has highs and lows in both but chopper has been ass the whole time. Not a single high moment and even his cool forms have been downgraded to merch forms

Chopper and Usopp. Usopp had a promising arc in Dressorsa ( God Usopp+ Observation haki) but after that only disasters, Elbaph at the moment doesn't save him. Chopper is only a merchandising mascotte in post time skip, it's a shame beacuse pre time skipe was a good character.

Honorable mention for Jinbe after he joined the crew, he seems useless at the moment

I have always thought that Jinbei didn't fit the crew, and each arc only confirms to me that he should have never joined.

Uncontested & undisputed, it's Usopp. Bro had 1 moment in Dressrosa and has been a non-factor ever since. Even in the Elbaf arc (which he has been waiting for since little garden) and he hasn't done a damn thing yet.
