There are some characters who can contend with advanced CoC despite not having CoC, like Kizaru and Kuzan. But to the level under such characters, Doffy was definitely one of the strongest. The same intelligence that helped him avoid a fight with the ones who could beat him was the same intelligence that gave him an edge over sheer power types like Luffy

What canon is,
Luffy fought Doffy and beat him. Then he fought Cracker. But to them, It's still Doffy>Cracker.

When Luffy fought Kaidou and beat him, and then fought Kizaru, same People said Kizaru> Kaidou.

All I see is hypocrisy.

I know BM sent cracker to deal with Post Dressrossa Luffy after she heard he entered her territory but it's not like BM is an acquaintance to Doflamingo or knows exactly how strong he is.

Doflamingo had DR Law and Luffy on the ropes in their fight, Law needed to land a sneak attack on Doffy for Luffy to even start somewhat contending with him.

The heavenly yaksha also had an entire country on chokehold with Bird Cage, a country which had characters like Sabo and Fujitora involved there (sandbagging but still it needed to be believable),no Yonkou commander we've seen in action ever had this kind of portrayal.

Finally Law and Luffy who were responsible for his downfall both earned 500M each which means Doffy should be a 1B bounty threat.

Why does this feel Doflamingo is constantly slept on? Putting him below the likes of Jozu who he showed superiority to on panel, something Oda rarely showcases with side characters.

so by this logic Crocodile was worth well over 100M cause Luffys bounty was deterred cause they didnt want the world to know Luffy beat him..

or CP9 was barely even worth 300M combined

It's pretty simple. Cracker overpowered G4 luffy , Kaido overpowered G5 luffy. Doffy and Kizaru could only stall G4 and G5 luffy.

I get it. I'm saying that this benchmark is where the bad logic starts. In all four fights mentioned, he had various levels of help. There's an asterisk next to all of Luffy's wins and people tend to pick their favorites arbitrarily.

Law was easily ragebaiting him, Fujitora treat him like some punk and openly said that he will remove his Warlord status, Law again fooled him to think that he was dead

Birdcage is impressive and speaks to his insane versatility and mastery of his fruit, which is definitely way more then we see from most characters, but it doesn´t really have much to do with a 1v1 fight, his strings just lack power and toughness, which is how he ended up losing to Luffy at that point.

As impressive as he was, we do have a clear upgrade in Katakuri, an awakened Paramecia COC user with a cult of personality, and love of his family. The only difference is that Katakuri has advanced Haki, and was an actual ceiling for Luffy to surpass.
