Brook’s feat can be chalked up to a nothing burger, Loki’s powerlevel is concrete and consistent.

The narrative actually depicts Loki as a stronger threat than Harald. The buildup and conclusion of the incident makes that very straightforward.
Buildup:
- The df is essential for Xebec’s plans, and it’s mentioned as a world-ending threat multiple times. Harald strongly believes that only Loki with the df can stop him. A power hungry HK Harald also wanted the fruit for himself, it’s that powerful.
- Loki is then established as a special ancient giant, born from Harald. He was doing Kaido-level feats as a newborn, and taking Xebec’s aCoC attacks as a preschooler.
- Loki tamed Ragnir after Harald made it clear that it was nearly impossible, even for his usual self.
- Shanks and Gaban were completely unable to deal with Harald.
Conclusion that solidifies Loki’s feat:
- Later, both Imu and Gaban stated that Harald should have been unstoppable, and Imu outright shut down his plans for decades because of this newborn threat.
Loki is the version of Harald that Xebec wanted to team up with in order to defeat Imu. Scratch that, he’s actually the big upgrade. He‘s way more special than Harald as evident from his eyes and growth rate. Has hyped up strength since birth, and already managed to tame Ragnir as a 16-year-old in giant years.
