I think it's safe to say, that Loki definitely outscales Kaido in not only size and power. Loki is literally large enough to eat this **** alive lol. Alabasta's river alone was like 50KMs wide. It's way bigger than Elbaf.
Elbaf, the actual land below, is smaller than the size of the Adam Tree, which i'm overestimating to be 20,000 meters. Which would make it 20km in total size.
Wano isn't as high as Elbaf, but it's more expansive and takes days to travel across the different regions, iirc. So much bigger than Elbaf.

There is a flying dragon in the mural fighting the hell serpent in the first world that could be Loki tbf. Or he could be the giant next to Joyboy in the 2nd world.
Imo it would be kinda dumb if one of the 2 fruits that Xebec thought was capable of overthrowing Imu is just a companion of Nika, when Xebec himself hadn’t ever heard of Nika until Harald told him… It would make far more sense that Xebec was going after the Earth God Fruit and/or Forest God Fruit to take down Imu, the owner of the Sea God Fruit, with Xebec simply just not knowing about the Sun God.
It would be dumb af at this point if Imu isn’t the Sea God. I mean the dude names his 3 pacts after the levels of the sea and is trying to flood the world, and it was mentioned that the Sea God flooded the 2nd World

He's been cleared the Admiral/Yonko convos since chapter 432. As an entity he's above the cop-robber games of Marines/Pirates.
How he scales against Imu is the only question at this point, for me. Though, idrc about powerscaling agendas, just speaking narrative stuff.
There's a possibility he's stronger than Imu, but not stronger than w.e the entity is that possesses Imu. Could easily see it where Dragon is the one who pushes that entity to come out in full power (the giant figure we see in the mural), which then requires Luffy being the main one to beat it.
This just speaks to noteriety and narrative importance, not strength and feats, which Dragon pretty much doesn´t have, unlike Aramaki does.
Him being able to fight Imu is just an assumption anyway, According to Rocks you need 2 special devil fruits, and it hasn´t been implied Dragon ever ate one, as far as we know, only Loki can, and the other individual is like 90 percent going to be Teach.
