what's up with that btw? Once again in this chapter Loki refered himself as a destroyer
There was that idea Loki would realize he's the fake sun god upon seeing Luffy's G5 but that already happened off-screen and with this prophecy thing at the end I feel it's more complex than this and there's a genuine reason for this destroyer/liberator duality especially since devil fruits are born from human imagination.

If you don't believe mothers, there are 0 indicators that this is about Loki. The ending of the prophecy was literally about the "drums of liberation" and the arrival of the Sun God.

That’s how Luffys awakening works now it turns his surroundings into rubber. As such the drums from his heart is reverberating throughout Elbaf

Honestly the one thing that really bothers me about Loki's design so far is how the flames in his eyes are pointing in the same direction.

Rest is fine I think. The cow comparisons seem to mainly be due to the big nostrils and tongue which imho is mainly due to the perspective.

Let's see how he looks in later panels. I do recall many being similarly unimpressed by Rocks' design at first but nowadays most love it.
