Rocks said that only Harald could take full advantage of this western dragon DF. But why? I think the answer is obviously in order to take advantage of its massive size, only an Ancient Giant in size could max its potential. For anyone else, they'd be much smaller.
We had a discussion about whether Kaido's DF worked that way, and that Momo should be a different size.
But child Momo was clearly much smaller in size, so your base size does matter.
Kaido in adult size is only just >2x taller than Momonosuke, which yeah, it should make Zooan Kaido 2x as big, but I don't think Oda is keeping a scale.
For example, the difference in Dragon Size is much bigger for Adult/Child Momo, then the actual human height of Adult/Child Momo.
So there is some inconsistency, but I think it's clear that base size does affect the overall Zooan size. This is why it was important for Ancient Giants like Harald or Loki to eat this fruit, to max out its potential, like Rox said.
