He already has the deepest contract. During the God Valley incident, he saw himself as the rival of Garling. Promotions are not only or even mainly about strength, Harald must have been stronger than any Knight and anyone from the Elders, still he had to work alot to become a God's Blade, and then it again took alot of time for him to finally be made a Holy Knight. Sommers is the most ruthless, he kills children and enjoys it. Perhaps he will soon kill the last bucaneer. Imu will reward this limitless dedication.

At this point, Oda gonna copy Naruto and give all HKs seal a "Stage 2 transformation".
Not sure how else they can be threat when acoc basically beats their one advantage which was their immortality.
