Shanks in this flashback is Luffy in Marineford. Losing Harald probably caused the same kind of effect as Luffy losing Ace. Shanks most likely grew "a 100X times stronger" and ended up stronger than Loki even in this form. Is that really surprising ? He is what Luffy needs to surpass so of course he'd be able to beat anyone beside maybe Imu.
