No, it doesn't.

It said Mihawk's sword skills as superior to Shanks, which could be true. Sword skill isn't just or predominantly Haki. It's styles and technique first. That includes shit like using multiple swords and setting swords on fire or using rose petals, etc.

Mihawk could have absurd technique and still be weaker than Shanks because the latter has superior Haki, and likely a DF sword if Shamrock is any indication.

If Haki isn't taken into account, Sanji fucking crushes him. Physically they are not close at all due to Germa awakening. Even prior, Sanji had better physical feats.

In fact, this is a Yonkou-level crew, from the most beloved Yonkou in the series. Sanji is replaceable in terms of Power Scaling. Is Sanji's role more important than Franky's? No. Than Robin's? No. Than Nami's? No. Than Chopper's? No. Even though Sanji is a good cook, he is replaceable in that role, and in terms of Power Scaling, he is too.

I didn't understand what you meant by Free Agency.

I just meant that doctors and engineers are more important than cooks. Also in the world of One Piece, archaeologists and navigators are more important than cooks. Sanji's main role ends up being that of a fighter anyway. The crew was often without Sanji, cooking wasn't necessary, and they have the resources to get a great cook anyway.
 
Even though I prefer Zoro, it’s undeniable that Sanji was more developed. But I think Zoro was supposed to be developed in Wano too, it’s just that there was way too much to cover, and Zoro’s development in Wano couldn’t be shown
It’s funny cause you can argue the roles were reversed pre-ts. Zoro was given a lot of care into his development in that section of the story.
