Apparently Shamrock talks a lot more politely and that gets lost in translation. Shanks uses less formal Japanese even to Whitebeard and Sengoku.
Who do you think was the pirate Shamrock was talking about?

Loki would make the most sense imo, and would further set up the rivalry between Shamrock and Loki. I’m pretty sold on the theory that Shamrock has the Hellfire Serpent Fruit

Regul CDs don't care, but that doesn't mean they cannot at all.

In fact, we have seen the opposite:

They “can” just like gods knights but it’s incredibly abnormal for them.

As i said, it never made sense for the gorosei to say that to shanks who actively participated in the politics of the world.

Well yeah, but I´m talking about a formality. On paper, the CD´s don´t really have any political power in and of themselves, at least to my understanding. Similar with how oligarchs irl aren´t actually supposed to have the political influence they do. Does the formality really matter? Ofc not, but the Gorosei need to at least play to it. Shamrock shouldn´t really be meeting with them during the reverie

Well Shanks and Shamrock are connected. But again, Shanks stopping the war the WG was conducting and allowing the enemy to escape would have come with numerous problems in and of itself. Shouldn´t the Gorosei have a problem with that?

Plus, Blackbeard basically snitched on himself at MF, I don´t see why Shanks would be ¨snitching¨ on one of the most famous criminals in the world anyway. Isn´t the idea of snitching that you reveal someone who isn´t known to be a criminal to the authorities?

Shamrock trying to get the Gorosei to recruit Loki makes more sense, Imo. Loki is someone who is a bit less known than a Yonko, and hasn´t been active in years.

It's abnormal because they don't care, ok, but they aren't forbidden to do it or even discouraged if they do.

Idk, saying to an Emperor that it shouldn't involve himself in the politics of the world made general sense to me.

Why? The politics of the general world actively effects an emperor and his empire. That’s why literally ALL of them were reading the news and keeping tabs on the reverie

It’s not what the Gorosei want, it’s about who should care about the world politics and the emperors should. It never made sense for this to be shanks.

The Emperors are the most important opposing force of the WG; makes perfect sense that the Gorosei don't want them to meddle with WG's politics and in general to not do anything.

They are crimianals, usurpers and threats to their eyes.

Reality vs Formality, I guess. Can the CD´s technically do what they want? Yes, but it doesn´t mean that´s the political system at hand. The CD´s do kidnap even royals sometimes, but when there´s someone the Gorosei want to protect, like Harald, they can´t try kidnapping him. I mean they can talk about it, but we never saw them try. Shamrock meeting with the Gorosei is the same. Should he be showing up during the reverie? On paper, it´s not his time, but he´s special enough that it´s not a big deal.

It´s not like Shanks isn´t a wanted criminal though. Sengoku was shown listening to Koby´s speech and was a bit disturbed at the idea of all the casualties. He isn´t a good guy, but he isn´t supposed to be a complete CD bootlicker really. Shanks is being a good faith actor, so Sengoku is shown respecting that

It's a little random.
Loki is Haralds son, who was a HK, probably the strongest of all time. He would be a great recruit if he did decide to join, with the world being chaotic post MF.

Anyway, I personally agree Oda was baiting too hard here, but let´s not act like there wasn´t strong implications it could have been someone other than Shanks lol. This isn´t a straight up retcon for sure

Poorly written? Potentially, but I think you have good potential introducing an evil twin for Shanks as well.

Again, that doesn’t matter. Because the gorosei didn’t say we don’t want you meddling with politics they said someone like him shouldn’t have any care for politics.

God's Knights can make non affiliated countries members. But yeah they totally aren't involved in politics can also become Gorosei themselves. But they're totally not involved in politics guys
